Fred Stennis

Fred Stennis, co-founder of Navicore Partners LLC, brings over 25 years of leadership in education, financial aid, and community engagement.

 

As a Supervisor and Senior Advisor at the U.S. Department of Education, he leads national outreach efforts to expand college access to thousands of students. He also directs a team of specialists and oversees multiple regional financial aid initiatives focused on enhancing awareness of postsecondary funding opportunities and reinforcing the critical importance of higher education.

​

Originally from Southern California, Fred has served as a financial aid director, adjunct professor, school board vice-chairman, and youth mentor. His career has focused on advancing equity through cross-sector partnerships and empowering underserved communities. He holds a B.S. in Business Management from Oakwood College and an M.S. in Management from the Florida Institute of Technology. 

 

Fred is also a life member of Kappa Alpha Psi Fraternity, Inc., exemplifying a lifelong commitment to achievement and service.

Isaiah Ellis

Isaiah Ellis, co-founder of Navicore Partners LLC, is a seasoned higher education professional with over 15 years of leadership in financial aid, student outreach, and equity-driven engagement at the institutional, state, and federal levels.
 

As an Outreach Specialist at the U.S. Department of Education and the Maryland Higher Education Commission, he leads nationwide FAFSA initiatives, develops digital access tools, and trains more than 150 groups annually reaching over 85,000 students and families. His efforts have significantly advanced FAFSA completion and postsecondary access for underserved communities.
 

Originally from Hempstead, New York, Isaiah earned a B.S. in Business Administration from Stevenson University and is currently completing a master’s in Business Management at the University of Maryland Global Campus. He combines policy expertise with a grassroots approach to educational equity.
